Step 1 (Begin Layering '4, by 1s' like the inner track)

Step 2 (Continue till you have 2 layers numbering (10) '4 by 1s' Each)

Step 3 (Add third Layer of (10) '1 by 4s' to the Outer Ring)

Step 4 (Bring together the ring like this)

Step 5 (Snap Ring Together)
